The Fundamental Perspectives on AI-generated Works and Copyright Issues are as follows:


The Japan Society for Rights of Authors, Composers, and Publishers (JASRAC) has compiled and announced the following "Basic Perspectives on AI-generated Works and Copyright Issues" based on a resolution during their board meeting on July 5th.

1. It is essential to respect human creativity and ensure harmony with the creative cycle. If AI development and usage are aligned with the creative cycle, they can benefit both creators and cultural advancement. However, there are concerns that if AI-generated works excessively and limitlessly learn from cultural creations of human authors, leading to a flood of AI-generated works that could replace original creations, it may disrupt the creative cycle and hinder the sustainable development of culture and arts.

2. Accepting free-riding is unfair. If the provisions of Article 30-4 of the Copyright Law permit unrestricted use of copyrighted works for profit-driven AI development, it would amount to free-riding on the efforts, talent, and labor of many creators, which is not fair. There are worries about the acceptance of such free-riding by AI developers in Japan, raising significant concerns.

3. As AI knows no borders, international harmony should be ensured. Since AI has no borders and can easily influence the world through international distribution, it is essential to establish a globally aligned framework for common principles and rules. Addressing various challenges from the perspectives of "Promotion of Responsible AI" and "Enhancement of Transparency" as highlighted in the G7 Hiroshima Summit Communique is crucial.

4. Listen to the voices of creators and work to address concerns. Given the concerns expressed by many creators about AI-generated works, it is necessary to facilitate thorough domestic discussions and listen carefully to the opinions of creators to achieve international harmony. Resolving these concerns will be vital for the sustainable development of culture, arts, and content businesses, allowing creators worldwide to engage in creative activities with peace of mind.
